It was made for smoothing out differences
in each member nation¡¯s restrictions
on harmful materials used for electrical/electronic
products and preserving human health
condition and contributing to reduction
of the cost and disposal (environmental
call-back) of WEEE Ministry of Environment.
This policy limits the use of harmful
materials used for electrical/electronic
products that obstruct recycling during
disposing process or recycling process
of electrical/electronic products
or might cause environmental pollution
and obligates these materials to be
replaced friendly environmentally.
Especially, It was specified that
the use of specific 6 harmful materials
used for electronic products to be
sold in EU market has been prohibited
since July 1, 2006 and the regulations
on maximum permissible concentration
within homogeneous material was accepted
(2005/618/EC)) so that cadmium is
permitted at most 0.01% and the rest
materials are permitted at maximum
0.1%.
Absolute quantity of wastes, heavy
electric machine, and electronic
product has been increased in 6
million ton per year (20kg/person)
and 90% of electric/electronic wastes
were buried or burned and disposed
without preprocessing and 40% of
plumbum emitted from reclaimed lands
and 50% of plumbums emitted from
incinerators are caused by electronic
wastes. The quantity of released
hydrargyrum per year is 36 ton and
the quantity of released cadmium
is 16 ton.
In conclusion, main point of RoHS
regulation is that plumbum (Pb),
hydrargyrum (Hg), Cadmium (Cd),
heavy metal of hexagonal chrome
and PPB/PBDE that is flame retardants
of bromine system are not included
as a rule from July, 1, 2006
